# Error 131048: Spam / Quality Restrictions on Your Number

> Meta WhatsApp error 131048 — message failed due to spam or quality restrictions on your phone number. Check quality rating and messaging limits.

**Error 131048** is about **your** WhatsApp business phone number, not the individual recipient.

## What to do

    Open WhatsApp Manager for the phone number. If quality is **Yellow** or **Red**, Meta has already seen elevated blocks, reports, or poor engagement. See [Quality score](/meta/quality-score).

    Stop blasting Marketing templates to cold or disengaged lists. Prefer Utility/Authentication where appropriate, and tighten audience quality in HubSpot.
